Background

In 2020, USDA Rural Development launched the Higher Blends Infrastructure Incentive Program to help retailers increase consumer access to environmentally friendly fuels, such as B20. The program provides cost-share grants to business that install or upgrade storage and dispensing infrastructure to enable sales of higher blends, such as B20. The program builds on USDA's prior Biofuel Infrastructure Partnership and now includes support for biodiesel.

The Biodiesel Fuel Education Program was originally established in the Farm Security Investment Act of 2002. Its goal is to raise awareness of the benefits of biodiesel use. The program has been reauthorized consistently in every five-year Farm Bill since then. However, in the Agriculture Improvement Act of 2018, Congress provided no funds for the program.

The Bioenergy Program for Advanced Biofuels (or Advanced Biofuel Payment Program) provides direct financial incentives for producers of qualifying advanced biofuels. Originally adopted in the 2008 Farm Bill, Congress continues to reauthorize and fund the program.
