In the 116th Congress (2019-2020), the House Select Committee on the Climate Crisis published a plan to build a clean energy economy, reducing carbon emissions
as well as health impacts of energy use in impacted communities. Senate Democrats published a similar report.
The House report called for a legislative agenda that could impact the biodiesel industry, including proposals to:
- Achieve 100 percent sales of zero-emissions vehicles by 2035 and heavy-duty trucks by 2040 and build out zero-emission vehicle infrastructure.
- Enact a national low-carbon fuel standard that transitioned from the RFS.
- Incentivize sustainable aviation fuels, providing a separate tax credit from the biodiesel tax credit and enhanced carbon credits (or RINs) under the RFS.
Working with President Joe Biden, Democratic majorities in the House and Senate could pursue more aggressive legislative proposals for the 117th Congress (2021-2022).
A report from the Climate 21 Project recommends executive actions to direct federal agencies, including USDA and Department of Energy, to use existing programs and authority
to promote green energy and decarbonize agriculture and rural energy.
