What's needed for a
successful program?
|
ASTM specifications, at some point, for blends >20%. Downstream Blending Requirements in the form of an ASTM Standard Practice, or Annex to the Standard Specification. Additive use data to provide guidance to blenders in the cold weather months and for oxidation stability. More cold flow testing using LTFT, the best predictor of vehicle operability. Research on the LTFT test method to decrease the test time. Better availability of LTFT commercial units to provide the needed test results. Biodiesel Blend Stock must meet all specifications in the ASTM Standard Specification D 6751.

Kerosene and Motor Fuels Quality Inspection Act of 1989 T.C.A. 47-18-1301 et. seq.; Charged the TN Dept. of Agriculture with the responsibility of regulating heating oils and engine fuels conveyed in Tennessee. Regulations pursuant to the act adopted under TN Rules 0080-5-12. Law sets ASTM standards as the basis for enforcement. TCA 47-18-1304 (c) provides the Commissioner with authority to set alternative standards when in the best interest of the public.

All biodiesel blends must meet the 10th percentile minimum ambient temperature values for low temperature operability published in ASTM D975 Appendix X.4, qualified by either D2500 (CP) or D4539 (LTFT). Biodiesel Conveyed at Public Retail Sale Points: Biodiesel conveyed at retail sale points that are available to the general consuming public shall not exceed 20% by volume. Biodiesel Blends - % Biodiesel: Determined by test method D7371. Biodiesel blends must be disclosed on PTD’s.

Dispenser Labeling
|
Requirements are developed by the Department. Diesel fuel containing up to 5% biodiesel may be sold as Diesel and diesel containing more than 5% and up to 20% biodiesel may be sold as Bxx Biodiesel Blend, where xx is the percentage of biodiesel in the blend or includes the phrase “Biodiesel Blend between 5% and 20%” or similar words. Biodiesel and Biodiesel Blends must meet applicable ASTM specifications. |
