  What's needed for a
successful program?
 Under state purchase order, NJ will purchase approximately 2.4 MG of B20 & B5 over the 3 years of contract T-1488. Users include state agencies (DOT, etc.)counties, municipalities, emergency service agencies, schools and colleges. Suppliers of the biodiesel must acquire ASTM D6751 biodiesel from BQ 9000 producers or marketers. Users have the right to proactively test biodiesel quality at time of delivery. If the biodiesel fails independent lab analysis, the supplier must make good on the delivery and pay for test costs, etc.

Request for Proposal 08-X-39865 for contract 07-X-37716 for Biodiesel Fuel T-1844: "Fuel supplied under this contract shall comply with the requirements of ASTM D6751 “Standard Specification for Biodiesel Fuel Blend Stock (B100) for Middle Distillate Fuels", or the latest revision thereof. All Biodiesel Fuel supplied under this contract must conform in every respect to all standards and regulations established by Federal and New Jersey State laws. If any of the applicable standards and regulations is updated/revised during the term of the contract; the contractor must conform to the latest version."

W&M does not have the authority to regulate fuel so there is no penalty other than the supplier must provide restitution to the user for biodiesel that fails to meet specification under the state purchasing contract.
