  What's needed for a
successful program?
The 2% state biodiesel mandate is effective 1 January 2010. PA has legislation in place to establish a new biodiesel quality enforcement program to enforce the mandate. In August 2009, PA certified that sufficient infrastructure does exist within PA pursuant to the Biofuels Development and In-State Production Incentive Act. W&M has indicated that the Department will begin enforcement of the mandate effective May 1, 2010

  Statutory/Regulatory Citation
HB 1202, passed on 7/2/08 and effective 10/2/08, defines: " "Biodiesel" A renewable, biodegradable, mono alkyl ester combustible liquid fuel that meets American Society for Testing and Materials Specification D-6751-02 or its successor standard, biodiesel fuel (B100) blend stock for distillate fuels. All diesel fuel sold in PA for use in compression ignition engines must contain at least 2% by volume one year after the in-state production volume of biodiesel has been reached.
